Determine if the dwelling is in a flood plain through FEMA( Flood Maps Service Center). Search by address on the site. If the dwelling is in a flood plain, determine what type o flood zone control the dwelling.
Dwelling in a flood zone will require an Elevation Certificate, FEMA Form FF-206-FY-22-152. The loan appraiser should initiate the certificate utilizing a register engineer or surveyor in the state of Texas.
Consult with the public works department of the county or the city of jurisdiction to determine the type of subgrade, natural or fill soil, at the site. Also ask what are the flood requirements issued by the county or city that may be different (additional) from the established FEMA standards.

Consult with the mortgage company as to the found flood criteria incorporated in engineer's Certification Report for the dwelling

The engineers Certification Report to be submitted to the mortgage company providing a FHA, VA or USDA insured loan for the subject manufactured house, shall be based upon the above noted procedures.
